:: Start off with your base. If it's slightly blurry or could do with a bit of 'uplifting' go into adjust -> sharpen.. -> sharpen
(Filter -> Sharpen in PS) and sharpen as much as you need to
(normally once or twice is enough). If you're using a picture which has
a person in it, you may find the face go a bit pixelated and to cure
this click on the
smudge on the toolbar and go over the skin with a low-ish opacity, such as 20% until it looks smooth.
:: After the sharpening you may want to adjust the colour slightly, or
the brightness/darkness/saturation... you can do this in the Adjust
(Image -> Adjustments in PS) menu.
